Make sure that you have Unicode selected and not a Western or Windows encoding.

Sorry its in Thunderbird. Also, text encoding is grayed out.

Under View it was grayed out but after a re-install its ok. But text encoding was set to western and when I change it to Unicode the 'A's go away but when I restart Tbird it reverts back to Western.

The article keeps referring to a file named prefs.js. I don't have it. All I have is a file named prefs.

Windows hides some file extensions by default.
Among them .html and .ini and .js and .txt and you may only see a file name without file extension.
You can check the file extension (type) in the properties of the file in Windows Explorer via the right-click context menu.

I see that prefs is the right folder. I deleted it because Dan replied with a link that said Tbird would create a new one which it did. But it still always defaults to western even if I choose Unicode.
