This ought not to be so hard in 2017.
No matter what I set as mininum display font size, it stays small.
What is the solution?

Trying to grow the font size of displayed email msgs...
Tools->Options->Display->Default font size
Tools->Options->Display->Advanced->Minimum font size
Neither has observable effect.

Did you also uncheck "Allow messages to use other fonts" in that same dialogue box.
