Bug https://bugzilla.mozilla.org/show_bug.cgi?id=1401523 will help a bit, but thats all what can be possible done.
The build is available on Taskcluster with this patch so you can try.
Make Bookmarks Toolbar higher
or at least make other bars lower to be consistent,
there are many options.

Set touch mode and there you have it higher :)
I don't know, all of the sudden there is something bad and only thing what has happened was the correction to the state before https://bugzilla.mozilla.org/show_bug.cgi?id=1377184
You are trying to change something that is in use for years. I do not think it's a good idea to make bookmarks toolbar higher and even worse make others toolbars lower. It is good as it is for bookmarks. No need to waste vertical screen space, but anyway there is still a way to file a bug for UX for the next redesign.

I want to have normal Compact mode, not just super Compact mode for Bookmark Toolbar
and normal Compact mode for Tab Bar and Address Bar,
which is simply inconsistent :-"

Odd that only only see one thing, not others too,
but it's due to probably as your bug was fixed.

I just stumbled on an 8 years old bug trying the new Print menu item that bypasses the Print Preview, while I was on the about:addons page.

From one point of view it is inconsistent, but it is like that for years and have not seen any complains up to date.
What I'm seeing is the spec where Bookmarks toolbar has its height for compact, normal and touch density. Thats all. "My bug" just removed inconsistencies when icons are present on the toolbar and when not.

Maybe I will simply need to get used to it and relearn muscle memory. :turn-l: :monkey:

I'm also used to the compact density, now all those favicons are way too small in comparison to the icons on the normal address bar. Looks really messy in comparison with a week ago.

Another dumb UI change has been reversed:

>Per discussion in bug 1387846 and slack, let's make the hamburger panel's print item go back to showing the print preview item, but don't show the print shortcut.

My Profile gets more confusing with each update. Latest m-c win32 hourly has bug https://bugzilla.mozilla.org/show_bug.cgi?id=1401238
which [Deprecate Recent Bookmarks, and Pocket List from the Bookmarks Menu.]

I see the 'Pocket' missing from the Bookmarks button on the NavBar, but the Recent Bookmarks remain. It does not show either in a New Profile.

Really hating the idea of trying to create a new profile.
