How Do I Toggle Ccc and Bcc in Message Compose?

Is there a CSS code I can use to toggle on and off the Ccc and Bcc in the message compose window?

What do you mean by "toggle on and off"? Both of those options is present in the drop down where "To:" is displayed by default.

You dont understand. What I mean is, how can I hide the extra 2 empty text fields below the one marked by "To"?

If you mean the lower two of the three address fields, got to Tools > Options > Advanced > General > Config Editor, search for the option "mail.compose.addresswidget.numRowsShownDefault" and change its value from "3 to "1".
