If I read the bug notes right, It marks recently opened tabs as warmed. Tabs are unloaded after a certain period of time and put in a sleep state. Using Ctrl+Tab, it probably won't know that you want to visit that tab and won't warm it before hand.

I have another question: someone see problem similar to bug 1418752? From times to times after restart main window not open, browser starting after that only in safe mode; only disabling extensions (or network.http.rcwn.enabled;false) helped resolve this.
