AV1 codec was officially declared finished and released.

Hopefully they get the encoder up to speed quickly. Right now its slower than VP9.

So... a long time until usable for regular users.

That depends on the developers. Nightly and VLC already have experimental decoding support. Some developers said that it would take 4-6 months for faster encoding. But that was back in January when they started optimization efforts.

It will only work on Windows 10, not on 7 or 8 ?

"Only Work on" meaning Native OS Support, most likely yes. Other 3rd party software will support AV1 so I wouldn't worry unless your main video viewer is Windows Media Player.

Was responding and referring to encoding, though Google said 6 months after spec release for Youtube.
Due to the speed of x265 and VP9 it didn't make sense to encode to these formats for most people including myself.

Yes, that was a while back. They started optimizing before the spec release.

x265 has improved since then and so has VP9 as long as you use certain settings. Both have hardware available to speed it up more. The AV1 guys plan to use a stop gap to speed things along like GPU shader code.

Scrolling makes things worse. I haven't tried with a new profile yet so it could be an add-on or a preference.

Just created a new profile and the problem persists. What video card are you using?

I can see the same glitch if WebRender enabled
