I'm not able to find for quantum an addon that blocks cross site requests like the addon RequestPolicy did,

Request Control either blocks anything or nothing. It says it has a whitelist, but I'm not able to find it.
umatrix/uBlock only block the scripts, but not the request, and not by default.
Privacy badger allows nearly any tracking by default (is it blocking scripts or requests?)

Do you have a suggestion on how to achieve the functionality of RequestPolicy with quantum?

umatrix/uBlock only block the scripts, but not the request

there never existed any option to suppress requests, only blocking them.
and based in this uBlock is capable to block nearly anything with its matrix.
so there is no need to install uMAtrix to block request, ublock can do that.
but that needs a deeper understanding about ublock and its matrix.
you never wont see this in normal mode, you need the extended view for experiences users:

first column show host, second the general ability to block hosts, the third for current site only.
get familiar with it. thus you only need uMatrix if you want to filter special elements from 3rd-party hosts.

read the quick guide again and you will see.
but it make no sense to block all and then whitelist, you will run into trouble - promised.
thats why ublock uses several blocking lists vs. ad-sites and more.
