How to define Filter for ALL incoming messages?

When I define "Subject contains ''" (=empty entry field)
then NO messages are matched

What about defining the conditions as when "From, To, CC, or BCC" + "Is" + your email address?

Have you tried setting the line above your filter criteria to
(•) Match all messages

If that doesn't get it, this should catch everything, whether addressed to you or not:
(•) Match any of the following
[To] [contains] [your email address] [+]
[To] [doesn't contain] [your email address]

http://kb.mozillazine.org/Message_Filters suggests:

You could create a message filter that adds a star to all messages by testing whether the "Subject" "isn't" "~!@#$%^&*()_+i" (or some other extremely unlikely string) and selecting "Add Star" in the actions list box. Test it using "Tools -> Run Filters on Folder". If no matter what you do it doesn't work, try replacing the contents of the "msgFilterRules.dat" file for your account in the profile as follows. If that doesn't work you probably choose the wrong directory.

version="8"
logging="yes"
name="Apply a star to all messages"
enabled="yes"
type="1"
action="Mark flagged"
condition="OR (subject,isn't,\"~!@#$%^&*()_+i\")"

Can you screenshot this? Was this option removed? I don't see it.
