How to disable ALL meta redirect and refresh in Quantum?
Quantum has no add-on for that, and meta refresh still works despite disabling it using about:config a few months ago.

accessibility.blockautorefresh still exists.
Assuming it is actually functional, that should block some redirects.
NoScript had a redirect blocker that blocked Meta redirects inside <NOSCRIPT> elements (a different way to redirect), but I don't know if that functionality exits in the Quantum version? (If it does, it does not use that terminology.)
