I created a new profile then from the old profile I copy the mail local folder.
Doesnt tbird rebuild the folder on startup
it there a way to rebuild the folder
I deleted the msf files already
This is just the local folder.
does it need a server email address to rebuild local folder
could this be a bug

You need to add a POP or IMAP account if you want to get new mail. The "Local Folders" special account doesn't have a mail server or email address since it doesn't know how to talk to a POP/IMAP server.
The exception is if you configure one or more POP accounts to use a global inbox. That hides the POP accounts folders in the folder pane and has them use the "Local Folders" folders to store mail. However its still using the instructions in the POP accounts.
Thunderbird will normally generate a *.msf file on startup if the corresponding mbox file doesn't have one. i.e. if you just have "inbox." it will generate a "inbox.msf". Perhaps its not doing it because you don't have any real accounts yet. Another possibility is you copied the files to the wrong location.
