I tried creating a JSON backup of all bookmarks, and then restoring it, and Firefox lost many (but not all) the keywords I had defined for bookmarks (over 200 of them!).

sure you mean "keywords" and not "comments"?
JSON includes all keywords, and comments - but comments are no longer usable.
for the html file its "SHORTCUTURL", and ofc comments "<DD>"

I added the option to show keywords after their bookmarks to my converter (converts a .jsonlz4 backup file to an HTML file):

Looking at the JSON export file, all the keywords are present. But during Firefox's import of that JSON file, only some of the keywords get imported with their respective bookmarks.
