Disabling Automatic Quote Message when Replying

I used to be able to reply to an email without quoting the original message. And I could selectively quote part of the original by highlighting only what I wanted to quote.

If I do not want to quote part or any of the received email, the reply contains the entire original.

Am I missing something? Or, if not, can I go back to the old way which worked better to my liking?

Turn off automatic quoting using menu path Tools->Account Settings->Composition & Addressing->uncheck "Automatically quote..."
