Cookie Permissions not saving

On the Daily Express (UK) website, the cookie permissions modal continues to block the screen on every page, every time, even after allowing the cookie permissions. This is especially true when leaving the website and returning later. Here is the website:

This is extremely annoying and I suspect that it is not the intended way that the page is supposed to be performing. Typically, when you click on these permission request boxes, it saves that response in the cookies that it saves onto your computer. But in this case, it does not seem to be doing that.

Is it something about the way that Firefox is loading the page? Of course what would be ideal would be if all of these cookie permission request pop-ups were blocked and never seen. But in lieu of that, one would hope that one affirmation per website would be enough.

What do you guys think. Is there a way to fix this?

Do you have Firefox running a Private Window? Are you running any sort of clean up utility like Ccleaner?

No. I am running Firefox 71.0 (64 bit) on Windows 10. Neither CCcleaner nor any other clean up utility is installed. It is just a regular window. No other websites are behaving in this manner. Just Express.co.uk

I cleared my cookies and restarted the browser. The behavior persists.

Did you try to clear the cookies for this website in case these cookies are corrupted?

If that doesn't help then try to rename or remove cookies.sqlite in the profile folder.

Do you have a cookie allow exception to keep this cookie?

Did you try Firefox Safe Mode?

I cleared the cookies for this website specifically, and then I also cleared all the cookies. There are no cookie exceptions set up in Firefox for this website.

I tried safe mode just now and the same behavior persists. Again, it is only this website. As far as I can see, all others are working correctly.
