I can't help but think that this question has already been asked, but I couldn't find it.
In Page Info | Permissions | Set Cookies, one of the options is Use Default. One of the other listed options that becomes available to select once Use Default is deselected is Allow for Session. I would like to set Allow for Session as the default. Can I do that? If so, how?

Maybe modify this pref on the about:config page ?

Isn't that something that could once be changed in Firefox via Options | Privacy & Security? Or am I thinking of Seamonkey, which is/was built on top of Firefox and which I used for years.

There used to be a "Keep until" choice with options like:
Keep until: they expire
Keep until: I close Firefox
The latter makes cookies session cookies.
In current Firefox releases this probably corresponds with "Delete cookies and site data when Firefox is closed" with a broader coverage.
This choice honors cookie allow exceptions in contrary to using "Clear history when Firefox closes" that clears all selected data.
Clearing Site Preferences removes exceptions and clearing cookies removes all the cookies.
Keep until: they expire
