Yes it is. That's what makes it so frustrating. Everything seems to be there, but it just won't open Mailto giving me that angering message that no default is set if eM Client is not installed. I even used the same TB 68 settings as my old PC that I sold to a friend has (It's still set up with my email address) except for using Newsgroup as the Server Type. I have POP Mail Server as the Server Type on this PC.

Could that be the reason I'm having a problem? This is one of the weirdest issues I've ever had on a PC.

I notice that the name in the registry says Thunderbird and not Mozilla Thunderbird as the Value Name under the path Computer\HKEY_LOCAL_MACHINE\SOFTWARE\RegisteredApplications

Wow! I just did a search using the program Everything. I set the search on Everything and searched eM Client. It displayed hundreds of entries. I then searched Mozilla Thunderbird with the same search setting and it displays only 8 entries, three of which are shortcuts!! I then searched just Thunderbird and it displays 39 entries which includes twelve .exe setup files and a few shortcuts.

https://stackoverflow.com/questions/367 ... windows-10 mentions that if you are using a 32-bit application in a 64-bit version of Windows 10 you also have to register it at [HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\RegisteredApplications] . It also gives yet another example of what registry keys are needed to register for mailto.

I found those entries.

These are some other registry entries for eM Client and TB. I'm hoping that this will shed light on the fixing the issue of Send to on my PC not opening in TB but opening with eM Client.

I've come to the conclusion that this is a TB problem and not Windows. I just decided to activate eM Client (I registered a free account) and Send to Mail Recipient works with no problem.

There must be something missing or a glitch in the program. How do I go about making a bug report for this problem?

File a bug report at https://bugzilla.mozilla.org/home against Thunderbird. You will need to create a bugzilla account to do so. If you do that please post a link to the bug report.
