So my settings have the checkbox set :
Check for updates but let me choose whether to install them. I have selected Not Now. Well this last notification says to restarted TB for the new version to take effect. Why is this happening? Is there a way to totally turn off the update process until I decide to check and install? TB 68.11.0. Disable/uninstall the mozilla maintenance service. Its normally just a convenience but it can be used to push an update that you didn't ask for. I know that was done at least once for a security update. Don't use help -> about Thunderbird as that checks for updates and installs one if available, regardless of your update settings.
I'm sorry I don't find that in Firefox or TB anywhere.
tools -> options -> advanced -> update -> "use a background service to install updates" . That installs and uses a win32 service called MozillaMaintenanceService.
use a service to install updates ^^^ This was checked. It is now unchecked. So no more updates...correct? Shouldn't be (as long as you also don't use help -> about Thunderbird). I have three different major versions installed in different directories and so far have managed to avoid unwanted updates. However, I took the additional precaution of stopping the win32 service.
So I just got notified of a TB update. It appears there is no way to disable this.
So 68.11.0 was updated to 68.12.0? Mine hasn't. I wasn't even aware there was another minor release for it until I read your post and looked on http://ftp.mozilla.org/pub/thunderbird/releases/ to see if there was a 68.12.0.
Did you avoid using help -> about Thunderbird? No it did not update. It notified me of an update. I am on TB 68.11.0 and it asked for whatever the next version is. I have not used the help function at all to check for the version.

But how about the update notification that pops up have a setting to snooze this for like up to 30 days? Something to think about.
What's the bug number for that enhancement request? I'd like to follow it. Linux Desktop - AMD Athlon(tm) II X3 455 3.3GHz | 8.0GB RAM | GeForce GT 630
