What's the deal with blocked region?

What's the deal with blocked region?

Performing housecleaning in about:config this came up and didn't make any sense.
browser.newtabpage.activity-stream.discoverystream.region-stories-block
Why would it block an individual region? in this case FR France.
Standard setup is Newtabpage is disabled on this and other systems with Firefox
Doesn't matter what you say, it's wrong for a toaster to walk around the house and talk to you

https://bugzilla.mozilla.org/show_bug.cgi?id=1612984 seems to imply its used to manage what regions see pocket stories since they're locale specific.

Thanks tanstaafl - concern was why FR was default locale unless there's some issue with pocket links from France?
