In FireFox apparently, there is a feature <tools> <page info> that will provide information about a web page e.g. a web page that displays the cookies popup when a user goes there.

What does SeaMonkey have that's like this and how is it referenced?

Menu -> View -> Page Info (Ctrl+i)

This will give you new window where user can check e.g. security level, cookies' permissions:

A lazier way to get where @TPR75 said: right-click anywhere on the page, select "View page info"

You can also click the padlock in the status bar to get Page Info.

Curious...where/what is the status bar? (And I don't see a padlock anywhere??)

Look at first picture above - in lower right corner there is icon of open padlock. Click on it (icon, not above picture) with LMB.

If particular website is secured ("https" in URL and all parts of website are using it) then padlock will be closed and its field will be green.
