Try to drag the tab or the padlock in the location bar to the desktop if you currently drag the text in the location bar.

Win11 broke drag&drop to the taskbar so not surprised that they messed up drag to desktop as well.
To move to another app you have to Ctrl+click on the URL then Alt+TAb to the app then you can drop it there. Not sure how to do Desktop - googling may help.
EDIT:
From a quick Google:
How do I move a URL to my desktop?
1) Resize your Web browser so you can see the browser and your desktop in the same screen. 2) Left click the icon located to the left side of the address bar. This is where you see the full URL to the website. 3) Continue to hold down the mouse button and drag the icon to your desktop.

what?
it doesn't work on all sites if that's what you're asking.
