network.http.sendRefererHeader values in Firefox

What do the different values for network.http.sendRefererHeader represent?

FF comes with the value set to 2.

To prevent passing along previous sites visited URLs, it is recommended you change this value to zero.

My bank site requires the id of the log-in site to proceed and a value of zero will not work.

But one(1) and two(2) both work.

What is the significance of the values that can be set?

network. http. sendRefererHeader Integer
Determines when to send the Referer HTTP header.
0: Never send the referring URL
1: Send only on clicked links
2 (default): Send for links and image
