Very sloppy scrolling on this site

Sometimes the scrolling of pages is pretty bad in Firebird, but I can deal with it, but this particular page is awful:

I think it has a record in non-validation though. Check this horror out here

Is it the bad coding that is causing it or something else? IE is running seamless with it.

Seems to be the huge background:
Enter this in the address bar after going there, and press enter. Scrolling works fine again.
