Newly added tabs start somewhere around 0, restored tabs get arbitrary high IDs (so that they don't collide with the newly added ones).

Sure. The POSTDATA pref just controls what is sent from the browser to the server. Form data will always be saved (dependent on the .privacy_level pref).

Of course I'd use something like an error page. As already mentioned, the problem is that this isn't possible from pure JS.
