FYI, This is what I've found out in a correspondence with the module owners.
>> Since I've installed Mozilla 1.6 I can't seem to find the Palm Sync feature. It has disappeared from Programs>Mozilla. I've reinstalled 1.4 and it's there. Where do I find it (I've spent the better part of two days searching for this on a variety of forums and web pages). Any help would be greatly appreciated! > >> It's not there when mozilla switched offices and build machines, the build machines that were used to build 1.6 didn't have the palm sync cdk installed, so palm sync wasn't in 1.6. (the palm cdk is not open source, so it's not in the mozilla repository, so it doesn't get pulled by default) I didn't find out about this until after 1.6 went out. I believe this has been rectified for 1.7 - if not, I'll ping the build folks again. > I tried the 1.7RC1 and didn't see it. Hopefully it will be in the final(?). Yes, I just looked and I didn't see it there either - I've pinged the build guy. Everyone's agreed that it should be in 1.7, so it's just a matter of getting folks to follow through.

I am missing it as well...
Especially because the What's New in Mozilla 1.7 RC 1 promises that this release inlcudes "Many improvements to Palm Sync."

The Palm Sync tools are included in 1.8a (nightly) - and as I read the above the final 1.7 will include them as well?
