Small Icons needed for SeaMonkey Classic

I've finally gotten the necessary reviews for Bug 428216 - toolbarbutton iconsize/mode control so the next SeaMonkey 2.0 Alpha will have large and small buttons in Navigator and Messenger. But I have a small problem. Earlier I created small versions of navigatoricons.png and communicatoricons.png by shrinking them down with IrfanView but somehow they've lost the alpha transparency.

Here are the original large icons:

And my attempt to shrink them down:

I obviously don't have the right tools, and even if I did I'd probably mess up again. Can somebody help by taking the large icons above and shrink them down while keeping alpha transparency? I'd be very grateful.

Alternatively, I appear to have Paint Shop Pro 9 installed. Can this do what I want, and if so could someone give some brief steps to do so?

Hmm. Not yet. But my main problem isn't the software, it's the wetware and the lack of l33t graphics sk1llz.
