At first, the candidate builds were delayed, but there's now a comment on the page I linked to saying that the build is on the ftp site.
I can find the candidate builds right here: http://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/3.5b4-candidates/
It looks like there aren't Windows candidate builds yet, but Windows users can simply use the latest nightly builds:

I've been using the nightly build for about an hour, and so far so good! The fix for getting Firefox to properly restore the scroll position on pages with no-store cache headers seems to work.

There are Windows builds within the folder "unsigned"! I tried the localized german build from this "build1" folder and tried it for an hour or so. Worked 99% fine with my 3.1b3 profile with only one issue:
All forums where I stayed logged in before between browser sessions (even those I didn't have to log in for months) now require a new login after each browser start. And regardless if I use the different "stay logged in" function of a forum I'm getting logged out when I close the browser.
So in short: Auto login to websites doesn't work any longer for me. Rolled back to 3.1b3 (program and profile folder) and auto login is working again (same forums that showed me logged out before logged me in again after the rollback).
My primary ffox test system: http://www.sysprofile.de/id20064 (Direct2D: enabled, DirectWrite: enabled, WebGL: ANGLE, GPU Accelerated Windows: Direct3D 10)
Even if my user agent shows Firefox Release version number I'm always using Aurora (updated daily) cloaked by UserAgentSwitcher

I had the same problem but fixing it was simple:
Tools -- Options -- Privacy -- Settings -- uncheck 'cookies'

Sure, this prevents FF from deleting them again and again. But on first start after install of 3.5b4 the previous login cookies are always lost before you're able to change this setting. But I'm sure this will be fixed until final version. Ok, I have a profile backup and could put all cookies*.* files in again to circumvent this. Running now the signed windows build, changed privacy setting as mentioned. No other problems detected till now.

I overcome this at the present by adding 'user_pref("privacy.item.cookies", false);' to my 'user.js' file in my profile directory before running the new build.
