Export your bookmarks. Del all bookmarks (except the bookmark toolbar folder which can't be deleted). Import from the file you exported to. Delete the duplicate (second) entry for bookmark toolbar folder.
Menus should work now.

Don't make sense since I haven't kept any bookmarks. I erased everything to make a fresh install. New directories. New profile. No bookmarks...
It's simply a bug with 11-04 and 11-03
