I would like an addon to create multiple shortcuts according to the opened tabs.
A hotkey to create a shortcuts in the desktop of the active tab, or create a shortcuts of every tab and individual window is opened , in the desktop.

You may be able to configure/customize Tab Mix Plus https://addons.mozilla.org/en-US/firefox/addon/1122 to do a lot of what you want to do.
This add-on has many options:
Right click (context menu) "Save all tabs" > "Save To:", for example, may be similar to what you're looking for.
Cosult: TMP User Manual: http://tmp.garyr.net/help/ as a thorough guide.
You could also use "Bookmark (all) tab(s)" option to save to the bookmarks toolbar.
You may find this add-on: Multirow Bookmarks Toolbar https://addons.mozilla.org/en-US/firefox/addon/6937 helpful in that case.
I believe I have used the combination of the two add-ons similar to what you wish, though not with a keyboard shortcut.
You could link any of these "saves" into an actual "desktop shortcut [icon]", if that is your intent.

but then you have to click each Icon to open in a tab; presumably, you intend to have many Icons, so that means many clicks

Yes. It's a script to automate and don't have to create the multiple icons manually with many clicks.

actually , I wasn't talking about the icon creation phase, but instead, about later, when it comes to using the many icons
