Why can I install cairo at work, but I get the red-list bug at home?

At work you surely have .NET framework 2.0 installed, this includes those DLLs. The 2.0 framework isn't installed automatically by windows update, you have to do a user defined search for updates, it's an optional update. In your company it's likely that your admin has distributed framework 2.0 by a WSUS server so all clients there get it automatically.

If someone installs .NET framework 2.0 there is no need to install the VC80 redist.

Same here. Probably a fallout from
267426 - An empty file when dragging large images (files) out of the browser to the Windows desktop or Explorer.

Hmm, Build ID is 2006022104 but in the new NTT Talkback Sidebar it's not been updated from 2006022008.
