The operation timed out when attempting to contact abc.com

While browising, many times we get the message: "The operation timed out when attempting to contact abc.com". How do I increase the time the browser tries to contact the website before issuing this error?

1) Type about:config in the address bar as if it was a regular URL.
2) Add several seconds to the value of the network.http.connect.timeout key.

My network.http.connect.timeout key has a value of 120
Is that 120 seconds?
I'm asking because I often have pages time out while trying to load and it sure isn't taking 2 minutes to time out.

FF 0.9.2 on WinXP

I don't think the network.http.connect.timeout key works. I tried doubling mine without any affect...
