Dragging calendar events moves them to wrong time

When I drag some events, they move to a time that is 11 hours earlier than where I drop them.

I'm currently +11 UTC, i.e. in about:config, calendar.timezone.local is set to Australia/Melbourne. If an event's timezone is set to Local Time, after dropping it to, say, 11 PM, it is moved to noon, i.e. Thunderbird seems to be confusing itself about timezones.

OTOH if the event's timezone is set to Australia/Melbourne, the event is moved to the correct time.

How can I drag-and-drop all events to the expected time?

EDIT: Using Linux, latest TB 102.3.3
