No longer getting popup notifications?

Windows 10 64 bit & TB 115

I stopped getting popup notifications about 6 months ago. I hadn't changed any settings at the time, so it was likely the result of a TB or Windows update. Messed around with it a while trying to get it to work, but never figured it out. Just updated to 115 a couple hours ago, and it still doesn't popup. Tried enabling notifications in Windows as well to no effect.

Given that this happened in 102 and 115, with no change to TB settings, I'm guessing it's either a deeper corruption somewhere, or there's some setting I'm missing, perhaps in Windows itself.

Not sure what else to try beyond completely deleting the app and all associated files, reinstalling, and redownloading all my messages from the server, but this wouldn't help if it's a Windows problem. Although I'm a bit hesitant to do that since the last time I tried to do a reinstall the file corrupted and I lost most of nearly 2 decades of email, although at the time that happened I had it set up to only store emails locally, now they're stored on server side so there shouldn't be a chance of the same thing happening again I suppose.

You didn't tell us what settings you were messing around with. Was it under Tools->Settings->General->When new messages arrive->is "Show an alert" checked

Yes, I toggled it back and forth a couple times and messed with the duration time, no change.

Ended up solving my own problem (I think)

After I played with Windows notification settings, it didn't appear that any changes were made, but I just noticed that I was in fact getting notifications, they were just only showing up in the notification center (what opens when you click the text bubble symbol in the lower RH corner) with no popup. I have all system notifications in that turned off, and never click on it, so it was pretty much pure luck that it happened to catch my eye just now as it'd been so long since I clicked on it I didn't even recognize what it was at first. So I had to go into that and adjust the settings (and turn off Focus Assist) to get the popup notification to come back, and it appears to be working now. It does look/act a bit different, but seems to be what I'm looking for.

I'm not 100% sure it's the same type of notification I got before, but it should work. Either Windows changed the way 10 handles notifications, or perhaps something changed where the notifications stopped being handled by TB, and started being handled by Windows, dunno.

Small and probably final followup.

It does seem like the popup is being facilitated by Windows and not by TB, as the duration of the popup is no longer adjusted by TB, instead I have to adjust it through Windows notification settings (which is a bit annoying since I have to chose b/w 7 and 15 seconds, where I had it set basically right b/w the two before), in other words, the amount of time it shows up is the same regardless of the time setting in TB.

So it seems that I didn't really find THE solution, but rather A solution, which should be good enough.
