Since the update to version 118.02 FF, downloads now end up in the folder C:\Users\User\AppData\Local\Temp
instead of the 'Downloads' folder as indicated in Settings - General (see attachment).

If you click Bladeren (Browse), does your Downloads folder open (or does %appdata%...temp)?
Fire 750, bring back 250.

I have discovered the cause of this problem myself now.
Strange but true: this error has only manifested itself since the update to version 118.02!
It worked like this: when downloading a zip file (content types: zip Archive (application/zip), the 7-Zip File Manager was opened (see example 1) and the file ended up in the tmp folder.
The 'Action' was marked as: Use 7-Zip File Manager (default)???!!!
BEFORE version 118.02 I NEVER changed anything about this!
Now I have changed that 'action' to: Save file (see example 2) and as before, a zip file normally ends up in the Downloads folder now.
Weird but true!

It's generally the case that when a FF update contains a different default value for some user setting, that
setting is changed to the new default, no matter what it had been before.
