For Windows, I'm not thrilled with any of them, but VSC seems to be the best overall.

The Stylus extension includes a CSS editor; I use it to check my userChrome CSS

I am probably giving up on being a 'coder' myself but as part of my learning process I found that Visual Studio Code (VSC) was probably the best for my purposes. HOWEVER I also determined that instead of using VSC itself I have used VSCodium. The latter is an exact clone of VSC, minus the Microsoft "telemetry/tracking". See the following page for more info " https://vscodium.com/#why ". Both of these programs are free, have many valuable extensions, and are open source. Since the two programs are mostly exact clones virtually all of the VSC extensions run in VSCodium. I have both installed and keep them updated.
Another free and open source editor that I have and keep updated is Notepad++.
Other recommended choices that I investigated were Brackets and Atom, but these latter two did not seem to have the ongoing support and development that I preferred, and Atom appears to have been discontinued.
There are many others available both free and paid, but when I was investigating the issue it seemed that VSC was becoming the more preferred choice among experienced users. I stumbled upon VSCodium by accident, but as mentioned above it is my preferred option.
